Have you enabled your Virtual Memory? Also try disabling your virus software as these can conflict with the game. It is ensible not to run too many other programs while playing the game as you will find the game runs slow or not at all.
Have you made back-ups of your game? If so try loading it instead. My 99/00 cirrupted with the same message and it turned out to be the save game rather than the program. I save my game every month and always keep the previous month's version just in case this type of message appears. Mind you I did have one case where I had 5 months saved, each month, and the latest 4 all had error messages and the oldest month loaded up. What a nightmare. Lost half a season.
If you don't have a back-up or previously saved game from recently try posting a query on the help forum at www.sigames.com. They'll want to know the complete spec of your PC down to the make of your graphics/processor, RAM, HD, OS version, 99/00 version, editors being used, CPU speed and overclocking and the options you got set up in the game. Lastly it'd be helpful if you have a screenshot of the error to send them. Otherwise you should list the error message in the query. Before you do post a query do a search through the help forum as I know there has been numerous posts just like yours posted on the site. You may well find a solution.
Unfortunately for some it has meant they have had to uninstall and re-install the game. If you can move your sav files somewhere else on your PC then this may not be too bad an option. However, just copying the sav games to another directory does not work as the save game will only work when other key sectors of the program have been updated and this only happens once the game has been created and not when you try and re-start a save game after re-installing.
Seek SI's advice first either through searching for identical previous queries or by starting a new thread.
Finally, if you're not too far into the game think about if it would be a great loss to loose the save game and either re-install 99/00 or get the new 01/02. I'm up to 2041 in 99/00 and am quite happy with it. Let me know what you find out.
