I dont think this has ever happened before and it probably never will but for arguments sake say that all 4 teams in a group all had exactly the same results ie. 0-0 or 1-1 and thus all finished with exactly the same statistics - who would go through to the next round - i heard a rumour that it is decided by coin toss? can anyone clear this one up?

Seems bizarre but I think that rumour is spot on.
Heads or tails for a place in the second round?

Kind of, I think the teams are drawn out of a hat.

Going into the last match in 1990 England's group were all level with 2 points each and a goal difference of for-1 against-1. Had it stayed that way, they were going to draw lots.
Thankfully Mark Wright scored for England, and the news filtered through to the players in the Ireland Holland game where it was 1-1 at the time, and they played out the draw.
