...this may not be the first time anyone has seen this, but I find when I have a transfer listed player and another team comes in with an offer, it is possible to increase the offer substantially most of the time.
if you try and negotiate it, unless the difference in price is about £100k or so, the other team almost always pulls out...unless you do a part exchange. I usually look at the other teams players and ask for the most expensive player possible in exchange (even if they are worth more than the player I'm selling) - and instead of of offering the player (as the computer rarely does) the cash offer will be much higher.
This is a good way to max out bids - seems to work well with Simon Rodger, I usually get about £1.2m to £1.5m for him, when the original offer was around £700k.
