According to this the contract was due to expire April 2009.

GLA puts 1m print contract for The Londoner out to tender

The Greater London Authority (GLA) has put the print and distribution contract for its bi-monthly newspaper, The Londoner, out to tender, in what forms part of a contract worth in excess of 1m.

Trinity Mirror currently holds the contract. A spokeswoman for the GLA said the tender would invite expressions of interest from both printers and distributors.

Interested parties would be included on an approved suppliers' list or framework. Once on there, they will take part in a mini-competition held annually to decide which firm will hold the print contract for that year.

The 12pp bi-monthly title, which commenced publication in 2002, is distributed to 3m households in the Greater London area.
According to the spokewoman, "in the past, the GLA has used Northcliffe, West Ferry and Trinity Mirror to print The Londoner".

She said that the authority would be looking for as many expressions of interest as possible and that this would form the first part of a two-part Europe-wide tender process.

The contract for each framework will commence on 1 April 2006 and cover a three-year period, with an option to extend for an additional year.

The GLA is also considering using e-auctions to select companies for both the framework and the annual mini-competitions.

Interested companies may also be evaluated on their employee policy.

Candidates will be required to complete a pre-qualification questionnaire, for which there is a deadline of 29 November.

so lets say that the break clause (for termination) is the equiv of 3 months. thats c250,000.

very possible a change of administration clause was inserted into the contract, though livingstone's blind arrogance would not guarantee this

No one would ever take a contract on with that type of clause in it - at leastr not at anything approaching a commercial rate. It looks like a fixed term contract and so the damages payable will be the profit lost - or a sum agreed by negotiation - it depends on the profit margin they wre making although they may be able to negotiate that down on the basis they do not have to do the work and are getting the cash all at once - but certainly about 250k sounds a possible figure

really, my experience of studying contract law in private and public body partnerships suggests in fact terms regarding duration of the administration are to be expected

Strictly speaking, you are pointing out that the scrapping of the Londoner "may" have costs associated with it, at this moment you don't know for sure. However we do know that Boris is saving money by scrapping it.

Surely not. Most of the roads under TfL's control are major arteries (e.g. Euston Road, Old Kent Road) and don't have humps anyway. Those that do are mainly suburban streets under the control of local councils.

Strictly speaking, you are pointing out that the scrapping of the Londoner "may" have costs associated with it, at this moment you don't know for sure. However we do know that Boris is saving money by scrapping it.
CE, are you seriously suggesting that there will be no costs in terminating a contract early, this would be most unusual for what is after all a commercial agreement.

If you want to be pedantic money will NOT be saved, it will be reallocated.

I shouldn't think it matters too much what he's done now. If Labour can go for 12 years still moaning that anything that goes wrong is the fault of the previous tory government, why can't boris spend 4 years blaming anything that goes wrong on the previous labour mayor
