I've seen something similar before, apparently it's not technically legal in a shoot out as the ball went away from the goal however not many people would know that.

Pretty sure it’s legal, the referee has to judge when the ball is dead and has no chance to end up in the goal. Technically it’s no different from the more common shot that slams down off the bar a foot off the line and then the spin takes it into the roof of the net.

A quick look at the rules says the penalty kick is over when the ball stops moving or goes out of play.
I therefore think it’s a goal. There have also been incidents when the ball has rebounded off the crossbar, hit the goalie and gone in. Those were goals. |
