It was created to stop teams throwing money at things towards February / March to effectively 'buy' the title at that point in time. To a certain extent we might think it has worked. However, all it has done is create two bottle-neck situations where clubs, trying to plan for 3/4 months at a time, stockpile for potential crises. This plays into the hands of agents and players who try to engineer big moves for inflated fees due to perceived competition for this same player.
"Quick, quick, buy now. If you pay £xm NOW then I'll sign. Quick, we've only got a couple more weeks left and I know other clubs are interested...." The transfer window should open on 1st June and close on 1st Feb. One big window that is open for over half of the year. By that stage teams could have picked up what they need when they need in the first half of the season and the last few days and weeks of the window are there for possible emergency transfers / loans. As players know that they can't eek things out to the last minute in August looking for the biggest deal (if it falls through, sulk until January when you can force a move through) - it would drive to a clearer picture of the club saying to a player 'we want you - do you want to come yes or no?' |

This would allow them to invest in better facilities, community schemes, grass roots football and cheaper tickets etc...
