I'll ignore comment at end but on 1st part, it doesn't have to be as each ref is legislated for separately on a case by case basis I.e. we don't have standing, generic statute on referendums.

You can always have amendments, as I remember it there was an attempt to include children in the Brexit vote but it was rejected.
