Bottom first line says "Al Eid Al Sani/Thani", translated as "the second celebration", and the last word is "lelsoorat". I THINK that means picture. I'm not sure though.
But if you piece all that together, it seems like something to do with the Second Year memorial celebration picture of something to do with the Republic of Egypt Revolution on the 23rd of July, 1954.
I could be absolutely wrong, but I had a go lol.
