Why? If he is not going to play it is irrelevant if he is there or not.

You don't HAVE to have the home grown quota in your squad, however you are only allowed to register 17 non-home grown players. Last September they had a registered list of 21 players.

Sitting on the bench for the last couple of games in the WC have hopefully focused his mind - must have been frustrating for him to not play. Let's hope he remembers that frustration...

Biased probably but I thought he should have been on last night at some stage but I guess there's only so many subs you can make. Felt his carrying of the ball from deep and linking play would have been better than what Alli and Lingard could manage in the second hour as they both looked spent

Correct, but the rules state that teams don't have to fill their 25-man squad.

If, for example, a club have only six homegrown players, they will not be penalised as long as they keep their squad size at 23 players or under.

In essence, Premier League teams are not allowed any more than 17 non-homegrown players in their squad.
This description matches my understanding. Can't find the actual rules itself at the minute - you would think it would be easy but....

and Lingard were both ineffective in the 2nd half. RLC energy and trickiness might have broke up the game more and given us a better chance of riding it out or getting another goal.

Camera panned to him after final whistle, when the players were being consoled by Southgate and they where applauding the fans. Did look wounded, surprised as made earlier appearances he did not feature in the layer games

Dier for Alli earlier to regain control of midfield, then RLC for Lingard as the latter tired. I would have pulled Sterling off earlier too, he looked done by 60 minutes.

It's because they're talking about it backwards, such-and-such number of homegrown players. But really, it's about non-homegrown players. You can name a maximum of 17 non-homegrown players, and a total of 25 players overall. Which means that if you want to name 25 players, you have no choice but to name at least 8 homegrown players (and for 24 you need 7, for 23 you need 6, for 22 you need 5 etc. etc.). But if, like Chelsea, you have 17 non-homegrown players you like, and 4 homegrown players you like, and you're happy with that squad, you don't gain anything by adding/holding onto a 5th homegrown player (except, I guess, the advantage of having 22 players rather than 21, if that matters to you).

I imagine that if a club were happy with a 17-man squad, they could go without homegrown players entirely.
