Something very poitive on the cards people according to the main person at SUSD

The only clue that has been given is that a major football body (FA or premier league is likely) are about to do/ announce somthing very positive about this issue

A bit vague I know, but this could be one hell of a step forward.

Keep the faith people.

A few snippets lifted from SUSD from an independant football commison report (this is essentially a body that is working and reporting for/to both governement agencies and football clubs/associations)

A whole section is devoted to safe standing.

- They recognise that standing is on the increase
- They recommend that the policy of reducing seat allocations to away fans who stand is reviewed.
- They seem to think that when clubs do have their allocations reduced the fans who do attend stand in "homage" to those fans who haven't received a ticket.
- There is critiscim of a prem club for refusing to serve alcohol as "punishment" for standing
- The FLA refuse to budge
- The police are not keen on the idea of standing as seats make controlling crowds easier
- They touched favourably on the Government debate last October in that they highlighted the positive comments more than the negative
- They suspect that this debate will be the first of many
- The FSF Report was "truly excellent"
- They acknowledge that the AFSO "....plainly has a problem because it is frequently their members who have to carry out Gmt legislation..."
- The report acknowledges issues to disabled fans caused by standing
- The IFC rubbish the idea that standing is dangerous quoting a senior officer or a large Prem club who could not remember an injury caused by standing.
- The IFC consider that if there was overwhelming evidence that proves fans are being hurt... falling over seats... it woudl be easy for the authorities to justify their actions
- They acknowledge the noisier support comes from those who stand


CONCLUSIONS
The issue of standing has plainly become a centre of attention for anyone and everyone involved in crowd safety. Purely from the IFC's observations it would appear that this is something for a red herring. It is actually a Customer Relations issue. the fans affected by standing in a seated arear are those who would prefer to sit, those who or are not able to stnading, and people who, even if they do stand are still not tall enough to see. All of those fans would have their view blocked if somebody stood in front of them.

The whole issue is a mess. It leaves football in the ridiculous situation where many fans that cannot stand or who don't want to stand pay for a seat, yet probably end up either not seeing or not enjoying the game. In the interests of customer service the current pretence of no standing cannot continue

The IFC recommens that something is done to resolve this ludicrous situation where clubs are obliged to enfoce a seating rule but plainly either cannot or refuse to bother. This is leaving clubs, stewards, local authorities etc in a situation where no-one seems to know what to do. Rather than running scared from what many perceived as a massive safety issue the football authorities at least need to give their clubs some help in resolving what is fast becoming the major customer care issue at many grounds.

In conjunction with Government the football authorities should consider whether allowing clubs to permit some standing areas might have some beneficial effects. IN a perverse way once the fans know that they are no longer representing the reble few, they may willingly sit down. It could also prevent those fans who want to sit, ending up in the wrong section of the stadium where persistent standing takes place. Stewards could be sensibly deployed elsewhere; it is likely that fewer police would be needed; the CUstomer RElations Dpt at the ground could get fewer fans complaining and, finally, with the removal of one source of potential aggravation it is likely that health and safety figures might improve.

To do nothing is no longer an option.

Flange, have you been updating the SUSD on how our standing at Palace is on the increase? Watford and Hull were both brilliant for standing and I was chuffed with the amounts of our support who chose to stand and not sit.

Standing will always happen, it will never be removed from the game, it was a knee kerk reaction to Hillsborough and was not properly thought through. The problems were not with standing, they were with overcrowding and fencing, technology has moved on so far from there that to create safe teraces must be possible. The sooner we get them back the sooner people will see ticket prices fall, gates increase and football become the game of the people again!

BUMP.....And so it drags on.

I found this very interesting though from a very recent fsf discussion with sports minister Gerry Sutcliffe.


"We obviously can’t cover all the subjects touched upon but there were some hugely important issues covered and one particularly jaw-dropping, totally incorrect statement by Sports Minister Gerry Sutcliffe on standing areas towards the last few minutes.

“As someone who was at the Valley Parade disaster in 1985 I don’t want to go back old stadiums,” said Sutcliffe in an attempt to discredit safe standing. He is so wrong it’s embarrassing. The disaster at Bradford City, when a fire tragically killed 56 people, took place in a seated area.

It shows either Sutcliffe’s ignorance of the issue or was a calculated attempt to influence the debate by summoning up the ghost of past disasters. Neither possiblity reflects at all well on Sutcliffe.

Sutcliffe then backtracked and suggested that it’s “fine for new stadia” which is a new departure from those in power and something we’ll be following up. But if that’s the case, why is it not acceptable for old stadiums to be converted? If, say, Roman Abramovich wished to spend some of his millions updating Stamford Bridge to incorporate safe standing areas why should the Government prevent him from doing so? The Government’s role should be to ensure safety, not tell football clubs how to spend their money.

After all, if they’re now happy for safe standing to be introduced into new grounds there’s no reason not to covert old ones if the funds and will is there. It’s no longer a safety argument but an economic one, Sutcliffe has admitted as much.

Now all that needs changing is the regulations barring safe standing areas in the top two divisions in England & Wales.

If you are new to the FSF it’s worth knowing we’ve long campaigned for the introduction of safe standing areas into the Premier League and Football League Championship. Independent opinion surveys consistently show that nine out of every ten fans want the choice to sit or stand in safety as they prefer. It would avoid those who wish to stand blocking the views of those who choose to sit, and the lack of standing areas needlessly causes antagonism between fans and stewards. The authorities might argue against safe standing but all the evidence shows they are wrong, see the FSF’s Case for Safe Standing at major football stadia in England and Wales for much, much more on that.

Safe standing works brilliantly in Germany. A serious re-examination of this issue was recommended by the Independent Football Commission in 2007. The safe standing areas we’re talking about are nothing like the massive terraces that many will recall. We’re talking modern crowd control techniques and innovative design. Bars act as handrails for standing and seats can be flipped down for European competition when it is a requirement.

Credit to the Liberal Democrats who openly back safe standing too – they know it can be done."

Don Foster cited misinterpretation of Lord Justice Taylor's report by the authorities, saying Bundesliga (plus USA & Canada) manage separate spacing for each person which was the main criterion in the report. All seating was not the main thrust of the report.

Followed by fans' saying they either wouldn't mind or would like to see a return of Safe Standing areas.

Steve Powell (an Arsenal fan) the Director of Policy for the FSF spoke well re the poor design and Stewarding being to blame in LJT's report at Bradford and Hillsborough.

All stuff we've been saying for years. The time has come for a proper debate and sensible way forward, surely? This does need a much wider mobilisation in the football community so MP's can take a great deal more armoury to any debate in the House of Commons.

I'll put my PiSA hat on and we can see if our National affiliates at the FSF have plans to expand any activity to support this with a fresher and higher visibilty approach maybe than we have seen in the past. There's certainly potential for greater monentum than for a while at the moment.

Not sure where Foxinthebox is coming from with his views on grounds being crowded as the best way to get atmosphere.

I've been standing for 4 seasons now at Melbourne Victory games, The fans here had a real battle with the Football Federation and in particular the Aussie rules based local ground management, in relation to getting the right to stand and congregate as a group.

When I first went to my first Melbourne Victory A league game there were 44,000 people at a Sydney game I was sat in the gods and I honestly thought to myself how comes it seems so quiet. It was as if the stadium itself was sucking the atmosphere out of the ground. There was a fairly large group of flag waving standing supporters down one end and a much smaller group standing group down the other. These were the only people making any real attempt at cohesive support. In essence the vast majority of people at the game were sitting and observing quite placidly like they were at an Eagles concert. It was very frustrating for me, because this was football but not as I knew it from my days on the terraces in the UK. Next game I made sure I was as close to the standing supporters as I could, without intruding and I stood myself. It seems like a lot of like minded people did the same thing. So out of those seated people at the earlier previous games at the Docklands stadium more and more people chose to be become part of the standing areas.

Since that time, the crowds have got slightly lower but the atmosphere far far better. In fact it seems with more people at a game quite often, this results in a far less coordinated wave of support. The lack of coordination is particularly noticeable at Finals games, when the sitters get mixed up with the traditional standing supporters.

In my view and from all of my almost 40 years of going to football games, there is a world of difference in the type of support you get from standing supporters v sitting fans. So I'm convinced that the people that query the fact that standing makes a difference have never given it a try and dont have a clue.

Good luck with your efforts in restoring standing because here is an example from around the otherside of the world at the probable end result. We have a great time every game with this here in Aus... in my view mostly because of standing.

I HATE sitting always have, terraces (safe standing) has always genrated the noise in a stadium, I have never been anywhere (pre 1995), where the "seats" outsung the away supporters, they were for old people, and watchers. are they still?

I'm not getting any younger, but I would still rather stand, if feels more "real" to me

I must confess my confidence has waned in recent months at getting any form of legalised standing back. It's just so depressing to hear the same ill-conceived arguements.

Don Foster has "challenged" authorities to prove his proposals are unsafe and spoken at length about creating areas which will not bear any semblance to old style terraces.

And yet.. and yet, the same nonsense comes out from people who appear to have not even read what this somewhat brave MP has said.

Kenny Dalglish called it "disrepectfull" to those who died in 1989 and other idots talk about complete nonsense about fencing returning and children being too scared to go in these areas.

It's such a shame we even have to damn the old terraces just to get a foot in the door, when the reality IMHO was that the vast majority WERE well manged and perfectly safe.

Lord Taylor never condemned standing, ever. Widespread gnorance about the causes of Hilsborough is still huge and while most politicians are loathe to go anywhere near the subject - in spite of any new "advances" - I fail to see how it will be seriously considered.

Personally, all I ask for now is to be allowed to stand in front of my seat, in order to get whole ends standing again, rather than small blocks which struggle to be heard.

Hang on in there LF. Nothing but admiration for the way you've kept this going despite it all. I really do feel politically if enough people literally 'Stand Up' and are counted at this juncture, politicians at this moment in time will be looking for any affirmative kudos they can get.

But this is what I mean by being mobilised (and motivated). and let's start getting some momentum going. Agreed, "Safe" Standing isn't ideal and it may even smack of tokenism, but we are where we are and any move in a positive direction at this stage, in my view would be welcome.
