stupid question .. who makes the final decision on allocation?

Please excuse my very elementary question.

In matters of ticket allocation for FA Cup ties, who makes the final decision?

Is it the FA, Brighton, local police or some other body? seems like there is zero accountability for the decision.

Who decides who is included in the safety advisory group? Anyone from Palace? Any supporters groups. Or just a bunch of self appointed lazy incompetents blaming everyone but themselves.

So they're in breach of FA regulations or are they reducing the home capacity too?

In pubs throughout Brighton.

Just encourages more people to travel down to drink, be part of the day and then watch it and travel back with those who went.

Might not be many who do that but there will probably be a few.

Mind you if last week is anything to go by the Police will scoop them up and take them to the turnstiles!

Not in breach because it is being done for safety,

They are admitting that they are not capable of managing a big game though.

If it is an advisory group, that would suggest that someone takes ghent decision in the light of the evidence from the group. Is this the case and, if so, do you know who takes the decision?
