I don't do this myself, but there are plenty of software tools available to convert image formats and burn DVD's etc. etc.
It should be fairly simple to do it yourself, although you might have to go through a bit of a learning curve. The first thing you would need to do is look into how you would get the data off the camcorder onto the PC and what format it would end up in. This would depend of the cam and what media / outputs it uses etc.

Look for software like Nero Burning Rom with the DVD plugin, or TMPGenc DVD Author. You'll also need the specific cabling to connect into your pc (and of course a DVD burner attached or as part of your pc). then it should just be a case of, copy the file from the camcorder to the pc, and use the software to burn the DVD

I have a programme called Ulead VideoStudio 8 which cost me £35 from Amazon. It will do everything that you want - capture footage, edit the clips, put them in the right order, add captions/sound etc., then burn onto a DVD complete with a menu and everything. Just made my first DVD at the weekend using this programme. There are other similar things out there but this is easy to use and very cheap. I could let you have a free 30-day demo version which came on a magazine cover disc. I believe that you can download this demo version from http://www.ulead.com/vs/trial.htm - quite a big file though (138mb).
You will need a relatively powerful PC with a firewire socket, a large hard drive with a few Gb of free space and a DVD burner, as well as a camcorder with a DV Out socket.
