I always watch it on the planner. They pretty much go adverts after every 2 maybe 3 scenes. It does seem like more than the usual

So is the town some sort of Purgatory, where everyone is actually dead, but most don't realise it (perhaps they all drowned in the town in the lake when the dam burst previously)?

It's a theory that you could drive a bus through, but it's the best I can come up with.
