The seating at Spurs in Block 118 was a case of too many seats in the space provided as there is insufficient leg-room in between the rows of seating and your knees touch the metal rail behind the seat when seated.

This seems to me a case of increasing capacity to the detriment of supporter comfort by fitting in extra rows of seating.

I have been in contact with the FSA regarding this issue and await their response as this area was where Palace's non-wheelchair disabled fans were located.
