Reading the article there are a couple of obstacles in the way, Steve Parish consulting all of the season ticket holders and asking their opinion, and it would appear that Wolves have a fans parliament, no chance Steve would go for that!!

Because we are not going to spend the money when we don't have to.
Also worth noting: “It is important to stress that these will not be safe-standing areas, and we will continue to have a management plan in place to ensure compliance with the governments all-seater policy. The Sports Ground Safety Authority will be closely monitoring Molineux and particularly any new seating arrangements to ensure our continued compliance with the licence conditions."

Officially, stewards are supposed to patrol areas in all seater ground where fans persistently stand and ask them to sit.
In reality in the most persistent blocks of the Lower Holmesdale, they do absolutely nothing. The same would be the case if rails were added for safety. At Tottenham's new ground, the female steward for the stairway adjacent to my seat did one very quiet and feeble 'please sit down' after about 2 minutes of the game starting, shrugged her shoulders and didn't bother again.

Give the new Singing Section a season, introduce rail seating and look to increase said singing section with that introduction as well via a whole Lower Holmesdale reset.
