I can’t understand what might constitute compelling inconclusive evidence.

Plenty.

I would argue it is the difference between the legal test for a decison between the civil and criminal courts.

A compelling case might get you 'on the balance of probability' but it won't get you 'beyond all reasonable doubt'.

Unless they have categorical evidence that he did it, i.e. a recording of a phonecall, a document sent or the admission of either party, which it appears that they have none of the above, it is not conclusive.

It is also that second test that would need to be met should the police investigate and charges brought. If they know there is no document, no recording and the parties involved will deny or argue they are protecting confidential sources they is IMO little hope of a successful prosecution.

Quite. To my mind, it crosses the criminal threshold of proof. The civil threshold is merely “probably”, and “compelling” several degrees more forceful than that!

Compelling. Great. I dont think or believe compelling means definitely does it? Anyone in the cabinet or the permanent secretaries could have leaked the info. I would be inclined to believe "concrete" evidence or clear proof/evidence. Compelling is not fact

Compelling = highly persuasive. It's also subjective. One person's compelling evidence may look like Swiss cheese to someone else.

It's absolute bullshit and whoever leaked that, for the purposes of trying to damage Williamson, should be fired. That has gone global, all because someone is briefing to try and get a petty domestic advantage.

When looking at the detail in turns out to be about peacekeeping and supporting anti-poaching efforts. But too late, the damage is done.

Honestly, I'm more disgusted by this then the first leak.
