Surrey. Penge Park was originally in Surrey but was transferred to Kent in 1900 so in 1861 the original Crystal Palace was in Surrey.

Palace occasionally play in the Surrey Senior Cup and they are in the borough of Croydon, Surrey. I would have thought, however, that support is pretty evenly divided between Surrey and Kent.
