No it is a measure of what people have (or don't have) rather than a measure of what others have in comparison.

Relative poverty is a measure of income inequality not poverty.

And being in the EU doesn’t stop that.

Indeed challenging and breaking some of them would be small fry compared to the resistance the U.K. state would put to a pro worker agenda.
