34 Labour MPs refused to abstain on the third reading, and voted against the bill.

Not a single Labour MP voted for the bill. All Tory MPs voted for the bill.

We (at least many of us members) were told Labour was going to vote against if the three offending clauses were left in for the third reading. I don't know what was left in or if anything was taken out or changed in any way.

If they were left in unchanged, I shall be making some enquiries through my membership resources to find out why an abstention was thought to be the right whip instruction, for Labour MPs.

I found this on the Labour list website:

"Shadow railways minister and Slough MP Tan Dhesi said he had planned to vote against the bill but was persuaded by Starmer tonight to abstain instead. Dhesi said he was “impressed” by the “detailed response” offered.

“I trust his experience (Starmer), as well as the integrity with which he put the message across,” Dhesi told LabourList, concluding: “I’d rather have things on statute whereby the police or undercover agencies would be held to account by the ISC and lawmakers.”

The reason why Starmer instructed MPs to abstain, apparently lies in other protective legislation that would or could hold the government, the intelligence agencies, the police etc, to account. Starmer has legal knowledge of this, and Dhesi has taken this into account. I cannot find any more details on this at the moment, but what it does show, is that Starmer has not unthinkingly or recklessly in the alleged interests of a perceived populist approach to get centrist or right wing votes, but felt there was adequate cover elsewhere to protect human rights. This is a legal technical point that has not been reported by the mainstream Tory media, for the obvious reasons. I am not pretending yet that I appreciate this legal point or that it excuses the reason to abstain, but I do want to find out more on this.

You may want to refer to this ISC report, only one page page which refers to scrutiny of the intelligence services.
