Predictions are welcome by PM, please PM Mike Douglas and I will post them on the thread before the race if this option is used.

Note : Timings are taken as per post or edit times if post is changed.

From the BBC:
Formula 1 has relaxed restrictions on engine usage for 2020 meaning drivers could suffer fewer grid penalties.

Drivers will next year be able to use three MGU-Ks - a part of the hybrid system - one more than in 2019. The move brings the MGU-K into line with the other parts of the power-unit in terms of permitted usage.
F1's complex, high-tech turbo-hybrid power-units are officially split into four parts for the purposes of the rules. In addition to the MGU-K, which recovers energy from the rear axle and redeploys all hybrid-generated electrical energy to the rear wheels, the other three are the internal combustion engine, the turbo and the MGU-H, the part of the hybrid system that recovers energy from the turbo.
In 2020, drivers will be permitted to use three of each part during the season before becoming subject to grid penalties. In addition, the engines require an electronics control box and a battery, with two of each being permitted for a season.
The change was confirmed in the 2020 rules, which were officially published on 4 December, after a meeting of the FIA World Council, motorsport's legislative body.

From the BBC:
Among other minor tweaks, the chequered flag has been reinstated as the official signal of the end of the race. This follows a mix-up at this year's Japanese Grand Prix when a system error led to the official light panel at the start-finish line showing a chequered flag signal one lap before the end of the race. Although the drivers kept racing to the designated grand prix distance, the race result was declared one lap earlier as a consequence of the error.

And teams will no longer be able to use screens in front of their garages to obscure views of their cars during testing. This is already banned at race meetings, but until now teams had blocked garages from sight in pre-season testing, mainly to stop other teams getting a view of their new designs. The restriction will be in force from 09:00 to 18:00 local time each day and the only exceptions are when the floor of the car is not fitted or during the recovery and repair of a car damaged in a crash.

Pre-season testing in 2020 is on 19-21 and 26-28 February at Spain's Circuit de Barcelona-Catalunya.

From the BBC:
Renault technical director Nick Chester is to leave the French team after their difficult campaign this season.Renault said the move had come as part of a "major restructuring" of the technical departments at their UK base in Enstone. And it comes after the recruitment last month of Pat Fry, another high-profile, experienced engineer, into a role that has not yet been officially revealed.
Chester, 50, has been at what is known in F1 as "the Enstone team", given the various guises it has taken, for 19 years. He assumed the role of technical director chassis in 2013, following the departure of his predecessor James Allison to Ferrari.
Since 2017, Allison has been at Mercedes, where he has led the team through a continuation of a winning run that has now extended to six consecutive drivers' and constructors' championship doubles. Fry's recruitment was accompanied by other major changes at Renault, including the departure of chief aerodynamicist Peter Machin. He was replaced by Dirk de Beer, who had left Renault with Allison to join Ferrari, and subsequently moved to Williams. A Renault spokesperson refused to confirm Fry's specific role and said there was no comment on whether he was effectively a direct replacement for Chester.

From the BBC:
Formula 1 teams have unanimously rejected the tyres proposed by supplier Pirelli for the 2020 season. The Italian company had hoped the new design would be a step forward in plans to introduce less sensitive tyres, on which drivers can push and race harder. But at a test in Abu Dhabi last week, teams preferred the 2019 tyres.
Pirelli said it was convinced of the changes in the 2020 tyres but understood that other factors were involved. A spokesman pointed out that the 2020 tyre was a different profile from the 2019 model and the teams would therefore have had to make changes to their cars at what is a very late stage in the design process. He added that there was only one year left of the current technical regulations before major changes planned for the 2021 season and that as a result teams were reluctant to change their cars for the tyres, when they are already planning for a much bigger change in 2021. Pirelli said that the solutions used in the 2020 tyres would be among those used in 2021, when wheel sizes will be increased from 13 to 18 inches and lower-profile tyres will be introduced.

The decision means F1 will have to wait at least another year before it can instigate its plan to introduce tyres that are more raceable than those that have been used in recent years.

From the BBC:
Ferrari admit they have held talks with world champion Lewis Hamilton about joining them in the future.
Ferrari chief executive officer Louis Carey Camilleri said at a media lunch that Hamilton has had "conversations" with chairman John Elkann. Camilleri said Ferrari were "very flattered Lewis in particular, and other drivers, want to join us". "It's totally premature - we'll look at our options at the appropriate time and see what is the best fit," he added.
He added that the meeting between the British driver and Elkann was at "a social event, which has been blown somewhat out of proportion - they have some common friends".

"NOTE - A forecast prior to FP1 can not be changed"

Can we look at this rule again?

Me and Zaph-01 made predictions before race 1 "until further notice". Does this rule mean there is no way we can change them mid-season?

The steward has met with himself and has decided that long term forecasts as per Bintang's post MAY be changed between races. However, by definition, they may not be altered again until after completion of the next race.

From the BBC:

British hopeful Dan Ticktum has joined Williams as development driver for the 2020 season. The 20-year-old will carry out work in the team simulator and attend two grands prix, alongside racing for the leading DAMS team in Formula 2.
Ticktum, who was dropped from Red Bull's development programme last year, said joining Williams was a "privilege" and a "fantastic opportunity". "Working with the team will prove invaluable to my development," he said.

Ticktum was on the Red Bull books for more than two years from 2017, working his way through the junior categories after a two-year ban in 2015 for overtaking several cars under safety-car conditions in the MSA Formula to deliberately crash into a rival. He won the prestigious Macau Formula 3 Grand Prix - the category's blue-riband event - in 2017 and 2018, and finished second in the European F3 championship in the second of those years. But a move to the Japanese Super Formula championship proved the end of the road for his time at Red Bull and he lost his drive and backing from the drinks giant after just three rounds. Red Bull never fully explained the circumstances behind the decision.
Team principal Christian Horner said: "It's a scheme that is results-based and he's had a tough time in Japan and it wasn't working out. "It was decided that he wasn't the right guy moving forward as an option for either us or [junior team] Toro Rosso."

Despite the decision, Ticktum re-emerged at the final round of the F2 championship in 2019 driving for the Arden team, run by Horner and his father Garry, before his move to DAMS for 2020. Williams deputy team principal Claire Williams said: "I am delighted that Dan, another exciting young British talent, has joined the Williams Racing Driver Academy. "His ability behind the wheel has been demonstrated with back-to-back successes at the prestigious Macau Grand Prix in 2017 and 2018. Dan's technical expertise will prove invaluable to the team and we are looking forward to helping him grow and develop in 2020."

More from the BBC:

Max Verstappen has extended his deal with Red Bull until the end of the 2023 season.

W Series champion Jamie Chadwick will continue in her role as a Williams development driver this season.

Charles Leclerc has signed a new five-year contract with Ferrari until 2024.

McLaren team principal Andreas Seidl has completed the leadership structure he hopes will take the team back to the front of Formula 1. The German has promoted Italian Andrea Stella to racing director from his former role of performance director.

Pole Robert Kubica, who drove for Williams in 2019, will take up a reserve role at Alfa Romeo for 2020. The 35-year-old, who recovered from a near-fatal rally crash in 2011 to return to motorsport's top tier, will be back-up to Kimi Raikkonen and Antonio Giovinazzi.
