I have wondered this. In a formal setting I imagine that rumour is where the source claims to have inside information from someone involved whereas speculation is where they have nothing but a logical hunch to go by.
Rumour - "A source close to the player has told me that Lionel Messi is due to sign for Crystal Palace" Speculation - "It is believed that Lionel Messi is due to sign for Crystal Palace"
