The ball is almost always in the quadrant. The bottom of the ball, the bit in contact with the pitch doesn't need to be though!

Personally, as a referee, it feels as though the handball change is tinkering just for the sake of it. I am also annoyed that I will no longer be able to tell players that a ball hitting a player's fist and accidentally being punched into the net will stand as a good goal!
Outside of these law changes, I am more interested in the use of "sin bins" for dissent, in the local league games that I will be refereeing in next season - that will be more fun to implement and any players on the BBS need to be particularly aware of this change.
