His arm being in the air was irrelevant for 2 reasons, firstly the ball didn't hit his arm until after it had hit his chest and secondly there was nothing in last season's rules about raising arms.

Yep. But the ref and the VAR lot gave it as a penalty, so a penalty it was.

No amount of hand-wringing will change this.

But it was in UEFAs interpretation guidance to refs for the CL. Which they are entitled to do. Making your body bigger to stop a shot or cross is a pen, even if it didn't hit the arm first. If it had happened challenging for the ball, no pen.

The arms behind backs move will hopefully become a thing of the past as it’s not down to just one persons interpretation anymore, as long as the players arms are in a ‘normal’ position VAR will get the right decision

Anyone flapping their arms around like Sissoko did will only have themselves to blame, the rules should be clear

The thing that doesn't seem to have been mentioned is that he was actually pointing, probably to help direct his fellow defender where to take up a position. Can hardly be classed as waving/flapping his hands around.

The problem with the new interpretation is you’re going to get forwards aiming the ball at defenders arms, which I suspect happened in this instance; coupled with the ludicrous scene of defenders jokying forwards with their hands ‘tied’ behind their backs.
