i love the BBC. I've lived outside of Britain for nearly all of the last 13 years. It has helped me appreciate the incredibly high quality of the work they do compared to the TV output in other countries. I'd happily pay a fee as a foreigner to access the TV programs online or through a netflix type account. Revenue for this would in countries where virtually no BBC programming is available be enough to scrap the license fee.

It used to be run by the Post Office but Capita won the contract well over a decade ago. They just go for poor areas and students and target people over again. Preying on the vulnerable. East Europeans were a target with rich pickings because many come from countries where you don't have a TV license. Spain doesn't either. They should find a less regressive way of funding it e.g a half percent on VAT or out of general taxation. They should also decriminalise not having a licence like I think is the case in Scotland.

You're quite right - because poor people never pay VAT at all.

On the other hand, if we're handing round stereotypes, the poor, sick and elderly spend more time watching the telly, so it's only fair they pay their whack of the licence fee.

It seems the White Paper means we've largely got away with it. I'm not overly troubled by the appointment thing, as governments appoint all sorts of people to all sorts of positions, and we tend not to worry too much. And the Beeb will be more scrutinised than most.

And of course the government which did the most damage to the BBC's independence was Blair's.

'They' tried in February last year, but the House of Lords rejected the bill. It was an excellent debate and it's possible the correct decision was made.

It was the number of Govt appointments that was also of particular concern...I think it was 6/7 out of the 13!

The BBC is fine it's just the disgusting regressive way of funding it that no true socialist could support that is the problem. A dustman pays the same as a duke, just like the poll tax.
